(Ground Zero). The work plan proposed installing
four monitoring wells at the site to define the vertical and lateral extent of the soil and
groundwater contamination, but stated six wells in scope on Page 1. EHD will consider
only the four proposed wells indicated on the map (Figure 5): two shallow monitoring wells
targeted for the upper water-bearing zone, a deep well targeted for 200 to 220 feet below
surface grade (bsg), and an SVE well for the purpose of conducting the SVE pilot test. The
work plan also proposed performing a one-day soil vapor extraction (SVE) pilot test to
evaluate subsurface conditions for suitability of SVE technology. For the deep zone
monitoring well a conductor casing will be installed to 110 feet bsg, and a continuous core
will be obtained from 110 feet bsg to total depth.
On December 16, 2002, EHD discussed with Ground Zero by telephone modifications to
the work plan. Please submit a work plan addendum addressing the following items to
EHD by March 31, 2003:
• Procedures and design for installation of an interim remediation pump and treat
(P &'I) system to EHD.
Due to the high solubility and low sorption properties of the chemical methyl
text-butyl ether (MTBE), consistent detection of MTBE at concentrations
exceeding 10,000 ltg/l in the monitoring wells, and the presence of multiple
down gradient private drinking wells (in the area of Gnekow Drive) within
2000 feet of the site that are likely to be exerting a pumping influence on the
contamination plume, EHD requests that the installation of an interim
remediation system to control the migration of the MTBE plume be placed
in first priority. Submit a proposal and procedures in the work plan
addendum for installation of a P &T system at the site by March 31,2003.
Install an interim groundwater remediation system no later than May 15,
2003.
