Hwy. 99
Stockton CA 95212
At the request of Mr. Lee Roy Pierce, the attorney representing Mr. Ray Baglietto and
Mr. Frank Rauzi, a meeting was held to discuss the status of the above referenced
contaminated underground storage tank (UST) site. Present at the meeting were Lee
Pierce, Joe Baglietto and Frank Rauzi representing the responsible parties; John Lane
and Greg Stahl, consultants to the responsible parties; James Barton, Regional Water
Quality Control Board; and Margaret Lagorio, Nuel Henderson and Lori Duncan, San
Joaquin County Environmental Health Department (SJCIEHD).
Four main points of concern emerged from discussions at the meeting.
1. The soil vapor extraction system may have reached the point where it is no
longer effective. Currently it is operated in a dual-phase mode to pull water
from MW-4, but only when the groundwater extraction system is functioning.
SJCIEHD stated confirmation soil borings should be installed to verify whether
any soil contamination remains onsite.
2. The vertical extent of the groundwater contamination has not been defined. Of
major concern at this site is the nearby location of many private domestic wells
in the downgradient direction. It must be shown that there is no deeper
contamination that could impact these wells. SJCIEHD is concerned that due
to the lack of knowledge of the actual total depth of the old domestic well
onsite, which had reportable concentrations of petroleum hydrocarbon
contamination, and the detections of contamination in MW-13 at 230 feet
below surface grade (bsg), that the condition of the groundwater below this
depth is unknown and needs to be investigated. Additionally, the vertical
extent of the groundwater contamination reported in wells MW-6, MW-12 and
EW-2 is also unknown. It was discussed at the meeting that up to three
additional wells may be needed: one 230-foot deep and one deeper than 230
feet bsg located down-gradient from the onsite source (north of MW-13); and
one approximately 110-foot deep well located near MW-12.
3. An evaluation of the effectiveness of the groundwater extraction system
currently operating at the site is needed. According to Ground Zero, the
