Highway 99, Stockton, CA
Dear Mr. Barton:
Ground Zero Analysis, Inc. (Ground Zero) is submitting this report on behalf of Mr. Ray Baglietto and Mr.
Frank Rauzi to summarize issues related to contaminant, breakthrough of carbon based upon analytical
results of samples collected on May 23, 2005, and confirmed by additional sampling conducted on May 31,
2005. The treatment system was shut down within two hours of receiving preliminary results of the May 23,
2005 sampling. The treatment system is currently idol. Prior to shutting the system down, confirmation
samples were collected from the treatment system effluent and the lead carbon unit. MTBE was detected in
the treatment system effluent at 52 ppb on May 23,2005 and at 29 ppb on May 31,2005.
Based upon data collected from the treatment system, approximately 12,345 .gallons of water were
discharged to the ground surface between May 23 and May 31, 2005. Assuming an average concentration
of 41 ppb MTBE, approximately 0.004 pounds of MTBE was discharged during that period.
The chronology that follows summarizes treatment system operation since the initial carbon changeout in
December 2003. Table I summarizes operation of the treatment system including carbon usage since
virgin carbon was first placed in the carbon units in early December 2003.
CHRONOLOGY
December 1,2003: Carbon replaced in both units. Supplemental 200-pound carbon unit plumbed in to
treatment system after the lag 2,000-pound carbon unit.
December 4, 2003: Virgin carbon wetted and system pressure tested. System failed pressure test and
new gaskets ordered from Carbon Resources.
December 10, 2003: Gaskets replaced in both carbon units and system passed pressure test.
December 11,2003: Regional Board and San Joaquin County (EHD) notified and system restarted,
