Mr. Ray Baglietto and Mr. Frank Razui - 2 - 5 November 2003 <br /> PROJECT DESCRIPTION <br /> The Speedy Foods`site is currently a convenience food shop and no longer dispenses vehicle fuel. In <br /> January 1998 three underground storage tanks (USTs) were removed. Soil samples from beneath the <br /> removed LTSTs were collected and analyzed. Elevated concentrations of petroleum hydrocarbon <br /> contamination were found. From March 1998 to the present numerous soil borings and 14 groundwater <br /> monitoring wells have been installed and sampled. As a result of the investigative activities, San <br /> Joaquin County Environmental Health Department (SJCEHD) staff determined that remedial measures <br /> were required to clean up the identified contaminant plume. In a meeting with you on 22 July 2003, <br /> SJCEHD requested that you conduct interim groundwater remediation, utilizing pump and treat <br /> technology, which requires a permit from the Regional Board to discharge treated groundwater to Iand. <br /> Speedy Foods will pump contaminated groundwater from MW-1 and pass the groundwater through two <br /> 2,000-1b in-line activated carbon canisters for hydrocarbon stripping prior to being reapplied by a <br /> sprinkler system onto an open field on the property downgradient of the existing contaminant plume. <br /> The remedial process will remove the petroleum hydrocarbons. Analytical testing will be performed on <br /> the untreated influent and the treated effluent before it is discharged to the distribution discharge system. <br /> There are no surface waters associated with this project. <br /> ADDITIONAL REQUIREMENTS <br /> 1. For this project, Speedy Foods is to analyze for total petroleum hydrocarbons, TPH, as gasoline <br /> (TPHg); benzene; toluene; ethylbenzene; total xylenes; fuel oxygenates including MTBE; lead <br /> scavengers; volatile organic compounds including ethanol, methanol, and trimethylbenzenes; <br /> polynuclear aromatic hydrocarbons, and general minerals only. Samples are to be collected and <br /> ana,yzed in accordance with locations and frequencies directed in the General Order and <br /> associated MRP. Pesticides are waived from the sampling and reporting requirements because <br /> thev were not detected in previous sampling of the groundwater. <br /> 2.
