This facility has <br /> seven Aboveground Storage Tanks (AST) to contain fuel for the purpose of fuel to be provided <br /> to the common carriers for freight orders. The facility handles, stores and uses petroleum <br /> products which are NOT for resale to the general public, in the form of Diesel, gasoline, <br /> waste/used oil, kerosene, 15w40/new oil, ATF and DEF/Diesel Exhaust Fluid. The largest <br /> tank contains 12,000 gallons of diesel fuel; the smallest tank contains 120 gallons of ATF.both <br /> Unleaded 91 fuel and Diesel fuel has a 12,000 gal overall capacity, with two chambers, 3000 <br /> gals for Diesel and 9,000 gals for Unleaded 91 fuel. NOTE: The tanks were professionally <br /> installed, with appropriate Phase 1 & Phase 2 vapor recovery systems in compliance with <br /> California Air Recourses Board (CARB) regulations and mandates. <br /> Hours of operation are 6am-9pm, 7 days per week. Personnel at the facility include a facility <br /> manager, Operators, office personnel, and maintenance personnel. <br /> The Site Plan and Facility Diagram included in Appendix A of this Plan show the location and <br /> layout of the facility. The Facility Satellite Picture (Figure A-2) shows the location of oil <br /> containers, buildings, loading/unloading and transfer areas, and critical spill control structures. <br /> A.L.Powell Trucking is located in a mixed use commercial/agricultural/residential area at <br /> 23545 E Arthur Road; Escalon, CA 95320. The site is comprised of approximately acres of <br /> land total, and is bordered in all four directions by farmland. <br /> The site includes main offices, conference facilities, fueling stations, fuel storage yard, and <br /> product storage and handling areas as well as a full-service/vehicle maintenance bay. <br /> Petroleum products are stored within the main yard area as well as the vehicle maintenance <br /> bay. <br /> The capacities of oil containers present at the site are in Table 3-1 and are also indicated on <br /> the facility diagram in Figure A-2.
