Section 2. Historical Overview
2.1.2 Discharge History
Discharge Event (describe*) Date Quantity of discharge
(gallons or barrels)
Table 2-0 summarizes the facility's discharge history.
Table 2-0 Oil Discharge History
Plan for Preventing
Description of Discharge Corrective Actions Taken Recurrence
None None None
*description means spill, leak, rupture, collision, fire, etc.
Note: This site has NOT had a reportable discharge since 1974.
2.2 Evaluation of Discharge Potential
2.2.1 Distance to Navigable Waters and Ad'loining Shorelines and Flow Paths
The facility is a private truck depot. The topography of this facility is relatively flat such that all
liquids tend to pool and gently run rather than flow. The nearest navigable waterway impact
are a series of local agricultural canals , however the design of the facility prevents drainage or
run off from impacting the navigable waterway.
Approximately 10 acres of the facility's ground surface area is the office-shops-product
storage area.
2.3 Topography
This facility is located directly northeast of the community of Escalon, CA, in San Joaquin
County.
The A.L.Powell Trucking /DBYH facility is characterized by gently sloping lands from the
northwest to the southeast that exhibit little topographic form, particular in comparison to the
hills and mountainous area directly west (Coast Range mountains). The maximum elevation
change across the property is approximately less than 2 feet down to the drainage outlets,
which is generally level ground with liquids pooling or flowing inward or southward away from
navigable waterways.
17
