Any leakage from the primary <br /> container into the integral secondary would be detected through continuous electronic <br /> monitoring. Visual inspections, on a daily basis, could detect leaks from the system itself, if <br /> leaking from the system. Tanks are raised above the ground for easy visual inspection. If 55 <br /> gal. drums are used onsite for liquid petroleum storage, they must have secondary <br /> containment. Corrosion poses minimal risk of failure since drums are single-use and would <br /> remain on site for a relatively short period of time (less than one year). The drum storage area, <br /> if any, to be inspected monthly. This is in accordance with accepted industry practice for drum <br /> storage and provides an effective means of verifying container integrity, as noted by EPA in <br /> the preamble to the SPCC rule at 67 FR 47120. <br /> 3.9 Spill Reporting (40 CFR 112.7(a)(4)) <br /> The discharge notification form included in Appendix I will be completed upon immediate <br /> detection of a discharge and prior to reporting a spill to the proper notification contacts. <br /> 3.10 Potential Discharge Volumes & Direction of Flow <br /> The potential discharge volumes and the directions of flows are outlined and presented above <br /> in Table 3-2, along with the specific secondary containment for that vessel. It is also noted <br /> herein that any product which would reach the ground outside of its secondary containment <br /> structure would still be contained via the system of the concrete enclosure limited containment <br /> capabilities. <br /> 3.11 Containment and Diversionary Structures (40 CFR 112.7(c)) <br /> Methods of secondary containment at this facility include a combination of structures (e.g., <br /> enclosure, berm, topography), drainage systems (topography rain water runoff), and land- <br /> based spill response (e.g., drain covers, sorbents) to prevent oil from reaching navigable <br /> waters and adjoining shorelines: <br /> < For bulk storage containers (refer to Section 4.2.1 of this Plan): <br /> < In transfer areas and other parts of the facility where a discharge could occur: <br /> < Drip pans. Fill ports for all ASTs are equipped with drip pans/pails to <br /> contain small leaks from the piping/hose connections <br /> < Sorbent material. Spill cleanup kits that include absorbent material, and <br /> other portable barriers are located in the spill kit trailer midway at the East <br /> side of easternmost boat storage structure. The spill kit may include other <br /> sorbent material, including booms, and other portable barriers are stored <br /> in the storage room close to the large ASTs to allow for quick deployment <br /> in the event of a discharge during loading/unloading activities or any other <br /> accidental discharge.
