The facility surface drainage is engineered to direct oil <br /> that may be discharged outside of engineered containment structures <br /> such as dikes or enclosures into the contiguous street or the South and <br /> East side of the facility. <br /> 3.12 Practicability of Secondary Containment (40 CFR 112.7(d)) <br /> A.L.Powell Trucking /DBYH management has determined that secondary containment is <br /> required and is work-in-process at this facility. <br /> 3.13 Inspections, Tests, and Records (40 CFR 112.7(e)) <br /> As required by the SPCC rule, A.L.Powell Trucking /ALPT performs the inspections, tests, <br /> and evaluations listed in the following table. The inspections and tests are described later in <br /> this section, and in the respective sections that describe different parts of the facility (e.g., <br /> Section 4.2.6 for bulk storage containers). <br /> As stipulated by the US EPA, a prescriptive periodic integrity test of each AST must be <br /> performed periodically by an authorized agent who has been certified in accordance with <br /> the manufacturer's testing protocols or by a certified inspector for STI SP001 or an equivalent <br /> testing-standard as determined by the local AHJ. This evaluation to be conducted no later <br /> than 5-year increments for the inspection/integrity test and periodically thereafter by applying <br /> the proper methods and time intervals for testing. <br /> 28 <br />
