are provided with this same training prior to being involved in any oil operation. <br /> Annual discharge prevention briefings are held by the A.L.Powell Trucking /ALPT/Manager <br /> for all facility personnel involved in oil operations. The briefings are aimed at ensuring <br /> continued understanding and adherence to the discharge prevention procedures presented in <br /> the SPCC Plan. The briefings also highlight and describe known discharge events or failures, <br /> malfunctioning components, and recently implemented precautionary measures and best <br /> practices. Facility operators and other personnel will have the opportunity during the briefings <br /> to share recommendations concerning health, safety, and environmental issues encountered <br /> during facility operations. <br /> Training shall be in accordance with HazWoper and OSHA training standards for hazardous <br /> and dangerous materials handling, and in response to spill events on site at this facility. <br /> Records of the briefings and discharge prevention training are kept on the form shown in <br /> Appendix E and maintained with this SPCC Plan for a period of three years. <br /> Training Policy (2009 revision) <br /> Note: As of 8/1/2009, Federal US EPA and (CA) ASTA require that compliant SPCC training <br /> to operate the said onsite fuel-storage tank(s) be executed within 30 days of SPCC Plan <br /> certification and/or self-certification in accordance with 29 cfr 1910.12. <br /> 3.15 Security (40 CFR 112.768)) <br /> The facility is located in a mixed commercial/residential area, in a high traffic area. There is <br /> strategic lighting and security placed throughout the facility. <br /> Several area lights illuminate the dispensing operations and the yards. Additional dusk to dawn <br /> lighting is placed throughout the facility and other lighting covering the entire yard. The lighting <br /> is adequate to allow for the discovery of discharges and to deter acts of vandalism. <br /> 3.15.1.
