Describe methods, procedures, and/or equipment used to prevent premature vehicular <br /> departure: <br /> Visual inspection in attendance by responsible personnel during loading and unloading <br /> of product in the tanks. Tank truck operator should have the checklist procedures in <br /> compliance with D.O.T. regulations and follow set list in order to prevent premature <br /> vehicle departure. <br /> Drains and outlets on tank trucks and cars are checked for leakage before loading/unloading <br /> or departure. YES <br /> Entrance gates are locked and/or guarded when the facility is unattended or not in production. <br /> N/A <br /> Any valves which permit direct outward flow of tanks' contents are locked closed when in a <br /> non-operating or standby status. YES <br /> Starter controls on all oil pumps in a non-Operating or standby status are: <br /> (a) locked in the "Off" position; YES <br /> (b) located at site accessible only to authorized personnel. YES <br /> Discussion of items 1 through 4 as appropriate: <br /> Area for fuel storage is security fenced via masonry enclosure. Security is maintained <br /> by proper adequate lighting and security cameras strategically placed on the facility. <br /> Pumps are to be locked and properly secured, if facility is ever unmanned. Facility has <br /> security dusk to dawn lighting operational at front of buildings. Equipment locked <br /> away when non-store aspect of Facility is closed and unattended. Facility is generally <br /> manned during working hours with illumination of the area adequate to discourage <br /> vandalism. Facility is manned 16 hrs per day, 7 days per week for store & fuel <br /> dispensing. <br /> Discussion of the lighting around the facility: <br /> Facility(s) has lighting inadequate to observe leaks or spills and to respond adequately <br /> to such spills. Entire yard for product storage should be under security illumination, <br /> which operates dusk to dawn. <br /> 37 <br />
