Any tank subject to this SPCC Plan that is found to be leaking will be immediately reported to A.L.Powell Trucking , which will in turn notify regulatory agencies as required per applicable federal and California regulations. Offices responsible for storage tanks subject to this SPCC Plan will ensure that a review of the compliance status of each such tank is accomplished annually using the applicable portions of the self-inspection checklists included in Appendix C, A.L.Powell Trucking , Escalon, CA. SPCC Inspection Checklist of this Plan. 5.4.1 DISCHARGE PREVENTION MEASURES The following spill prevention measures will be implemented for oil storage tanks subject to this SPCC Plan by the responsible offices: • Oil storage tanks and associated piping will be constructed of materials that are compatible with the commodity being stored. • Oil storage tanks are equipped with high-level alarms and/or automatic high-level shut-off valves. • A safe fill level will be established for oil storage tanks in coordination with A.L.Powell Trucking responsible personnel. • Liquid level sensing devices will be tested regularly to ensure proper operation. • Adequate spill prevention and cleanup materials are to be readily available. • Offices responsible for storage tanks subject to the provisions of 40 CFR 112 will notify A.L.Powell Trucking responsible personnel in oil storage facilities, storage tank inventory, and fueling operations and procedures that may require an amendment to the SPCC Plan. 5.4.2 SECONDARY CONTAINMENT {§112.7(a)(3)(iii)): Double -walled, secondary containment ASTs will be used for the bulk storage of aboveground fuel at A.L.Powell Trucking , with the exception of the single-walled AST for containers not subject to SPCC testing requirements., such as 55 gallon drums. . The EPA memorandum entitled "Use of Alternative Secondary Containment Measures at Facilities Regulated under the Oil Pollution Prevention Regulation (40 CFR 112)" stipulates certain requirements if double-walled ASTs are used to satisfy the requirement for secondary containment. Accordingly, double-walled tanks on the A.L.Powell Trucking Facility will comply with the following: • The inner tank must be an Underwriter's Laboratory (UL)-listed steel tank, • The outer wall must be constructed in accordance with nationally accepted industry standards; • The tank must have overfill prevention measures that include an overfill alarm and an automatic flow restrictor or flow shut-off; and 60
