office. <br /> Any tank subject to this SPCC Plan that is found to be leaking will be immediately <br /> reported to A.L.Powell Trucking , which will in turn notify regulatory agencies as <br /> required per applicable federal and California regulations. <br /> Offices responsible for storage tanks subject to this SPCC Plan will ensure that a review <br /> of the compliance status of each such tank is accomplished annually using the <br /> applicable portions of the self-inspection checklists included in Appendix C, A.L.Powell <br /> Trucking , Escalon, CA. SPCC Inspection Checklist of this Plan. <br /> 5.4.1 DISCHARGE PREVENTION MEASURES <br /> The following spill prevention measures will be implemented for oil storage tanks <br /> subject to this SPCC Plan by the responsible offices: <br /> • Oil storage tanks and associated piping will be constructed of materials that are <br /> compatible with the commodity being stored. <br /> • Oil storage tanks are equipped with high-level alarms and/or automatic high-level <br /> shut-off valves. <br /> • A safe fill level will be established for oil storage tanks in coordination with <br /> A.L.Powell Trucking responsible personnel. <br /> • Liquid level sensing devices will be tested regularly to ensure proper operation. <br /> • Adequate spill prevention and cleanup materials are to be readily available. <br /> • Offices responsible for storage tanks subject to the provisions of 40 CFR 112 will <br /> notify A.L.Powell Trucking responsible personnel in oil storage facilities, <br /> storage tank inventory, and fueling operations and procedures that may require <br /> an amendment to the SPCC Plan. <br /> 5.4.2 SECONDARY CONTAINMENT {§112.7(a)(3)(iii)): <br /> Double -walled, secondary containment ASTs will be used for the bulk storage of <br /> aboveground fuel at A.L.Powell Trucking , with the exception of the single-walled AST <br /> for containers not subject to SPCC testing requirements., such as 55 gallon drums. . <br /> The EPA memorandum entitled "Use of Alternative Secondary Containment Measures <br /> at Facilities Regulated under the Oil Pollution Prevention Regulation (40 CFR 112)" <br /> stipulates certain requirements if double-walled ASTs are used to satisfy the <br /> requirement for secondary containment. Accordingly, double-walled tanks on the <br /> A.L.Powell Trucking Facility will comply with the following: <br /> • The inner tank must be an Underwriter's Laboratory (UL)-listed steel tank, <br /> • The outer wall must be constructed in accordance with nationally accepted <br /> industry standards; <br /> • The tank must have overfill prevention measures that include an overfill alarm <br /> and an automatic flow restrictor or flow shut-off; and <br /> 60 <br />
