effective prevention and control technology, if such technology will significantly reduce the <br /> likelihood of a spill event and has been proven effective in the field at the time of the review. <br /> Plan amendments, other than administrative changes discussed above, must be recompiled <br /> and recertified as on the certification page in Section 1 .2 of this Plan. <br /> ❑Amend the SPCC Plan within six (6) months whenever there is a change in facility design, <br /> construction, operation, or maintenance that materially affects the facility's spill potential. <br /> ❑Review the Plan on an annual basis. Update the Plan to reflect any "administrative changes" <br /> that are applicable, such as personnel changes or revisions to contact information, such as <br /> phone numbers. Administrative changes must be documented in the Plan review log of Section <br /> 1 .4 of this Plan, but do not have to be certified by a PE. <br /> SPCC PLAN OBJECTIVES <br /> The objectives of this SPCC are to define the spill prevention, control and countermeasures <br /> implemented by A.L.Powell Trucking /ALPT. Table 2-1 , Required <br /> Elements of the SPCC Plan, lists the required elements and their location within this Plan. <br /> Where experience indicates a reasonable potential for equipment failures (such as tank <br /> overflow, rupture, or leakage), 40 CFR 112.7 (b) requires that the SPCC Plan include a <br /> prediction of the direction, rate of flow, and total quantity of oil that could be discharged.
