Hwy 99
Stockton, CA 95215
Subject: 9454 N. Hwy 99 Frontage Rd.
Stockton, CA
The San Joaquin County Environmental Health Department (EHD) has reviewed the test results
of the soil samples that were collected from beneath the four underground storage tank systems
(UST) that were removed from the above subject site in August 2009 and the EHD staff
observations at the time of the UST removal. The laboratory did not report detections of
contamination but the EHD staff observed odor and discoloration of the soil beneath the south
end of the 2000 gallon UST. Therefore, further investigation of this area is required.
As I discussed with Mr. Gunter on September 3, 2009, the EHD has a Corrective Action
Program (CAP) for soil contamination only sites where the responsible party pays for the EHD
oversight costs of the investigation (billing form enclosed) or the EHD has a state funded Local
Oversight Program (LOP) where our oversight costs are billed to the State. The LOP program
requires concurrence from the State Regional Water Quality Control Board prior to a closure
(No Further Action Required) letter being provided. If you choose to be placed in the CAP
program, please complete the enclosed Master File Record Form and send it with $575 and a
work plan for further investigation, prepared by a consulting firm that has a California licensed
Professional Civil Engineer or Professional Geologist on staff, to the EHD by October 5, 2009.
If the EHD has not had a response from you by that date, the site will be placed in the LOP and
you will be directed to have a consultant firm with appropriate staff submit a work plan to further
investigate the site.
If you have any questions contact me at (209)468-3449.
Margaret Lagorio, REHS
Program Coordinator
Enc.
