Hwy 99 Frontage Rd. <br /> Stockton, CA <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the test results <br /> of the soil samples that were collected from beneath the four underground storage tank systems <br /> (UST) that were removed from the above subject site in August 2009 and the EHD staff <br /> observations at the time of the UST removal. The laboratory did not report detections of <br /> contamination but the EHD staff observed odor and discoloration of the soil beneath the south <br /> end of the 2000 gallon UST. Therefore, further investigation of this area is required. <br /> As I discussed with Mr. Gunter on September 3, 2009, the EHD has a Corrective Action <br /> Program (CAP) for soil contamination only sites where the responsible party pays for the EHD <br /> oversight costs of the investigation (billing form enclosed) or the EHD has a state funded Local <br /> Oversight Program (LOP) where our oversight costs are billed to the State. The LOP program <br /> requires concurrence from the State Regional Water Quality Control Board prior to a closure <br /> (No Further Action Required) letter being provided. If you choose to be placed in the CAP <br /> program, please complete the enclosed Master File Record Form and send it with $575 and a <br /> work plan for further investigation, prepared by a consulting firm that has a California licensed <br /> Professional Civil Engineer or Professional Geologist on staff, to the EHD by October 5, 2009. <br /> If the EHD has not had a response from you by that date, the site will be placed in the LOP and <br /> you will be directed to have a consultant firm with appropriate staff submit a work plan to further <br /> investigate the site. <br /> If you have any questions contact me at (209)468-3449. <br /> Margaret Lagorio, REHS <br /> Program Coordinator <br /> Enc. <br />
