To wait for the formal letter of comment identifying those specific points, and submit <br /> the addendum to the workplan to the SJLHD in order to obtain ground water monitoring <br /> well permits. <br /> Ms. Wagner indicated that a letter bearing these comments would be prepared <br /> immediately, and that the letter should be forthcoming within a few days of our telephone <br /> conversation. <br /> A telephone call was placed to the SJLHD offices on May 23, 1989, after the letter of <br /> comment from the SJLHD had not been received in our office. A conversation with a SJLHD <br /> representative named Michelle yielded information that Cynthia Wagner was no ' longer with <br /> the department. Upon our request, the SJLHD representative researched the status of the <br /> response letter from Diane Hinson, and assured our office that the letter would be prepared <br /> and mailed soon. <br /> In an effort to help expedite our investigation at the subject property, we have <br /> elected to submit an addendum based upon our verbal understanding of the comments generated <br /> by Diane Hinson, and to obtain permits to allow the investigation to proceed. Our <br /> responses have been summarized as follows: <br /> 1. In response to the comment regarding the monitoring well locations, we originally <br /> proposed to install a total of 3 exploratory soil borings at the subject property at <br /> the locations shown on the site plan which was included as Plate 2 of our proposal. <br /> The purpose of those soil borings would be to provide data regarding the presence <br /> and vertical extent of contamination in subsoils if encountered, and installation of <br /> ground water monitoring wells. Field screening of the subsoils samples will help to <br /> describe contamination persistence,in a vertical relationship to ground water. A <br /> cursory review of published ground water data suggests ground water occurs beneath <br /> the subject property at depths ranging from approximately 70 to 80 feet below the <br /> existing grade. <br /> It is our intention to relocate those wells at the SJLHD request to the locations <br /> shown on the attached site plan included at the end of the text. The well locations <br /> are now situated in the area of the subject property which could be interpreted as <br /> being possible point source locations, and in our opinion, will provide data utility <br /> to the investigation. <br /> 2. Chemical analysis requested will be modified to include low-boiling point <br /> hydrocarbons analysis. <br /> 3. We will verify any wells identified at the subject property will be researched to <br /> evaluate if well abandonment was conducted in accordance with local regulatory <br /> agency guidelines or requirements. If for any reason Dames & Moore abandons a well <br /> at the subject property, it will be abandoned in accordance with local regulatory <br /> agency guidelines. <br /> It is our desire to obtain permits for the installation of the three proposed ground <br /> water monitoring wells at the subject property during the week of Mav 29, 1989. Please find <br /> attached a completed monitoring well permit application for the installation of the wells. <br /> The $35.00 permit fees will be paid at the time the permit application is approved, prior <br /> to commencement of the field portion of our investigation. <br />
