The plan as it was approved by the San <br /> Joaquin Department of Health,Environmental Health Division consisted.of removing the <br /> contaminated soil in the upper 20 feet nf soil and sediment. A discrete excavation <br /> was to be centered on each of the three previously existing dispenser islands.
