11 September 1996
:AGE Project No. 95-0108
Page.4 of 10
'1993 was not witnessed by PHS-EHD staff and that soil samples were not collected using preferred
methodology. Furthermore, the 'letter states that both soil 'and water samples should have been
analyzed for TPH-g and BTE&X in addition to TPH-d. Therefore, a request by Park Environmental
to backfill the former UST area with the excavated soil was denied by the PHS-EHD. It is our
understanding the soil'remained stockpiled adjacent to the excavation.
33): CONFIRMATION OF HYDROCARBON-IMPACTED SOIL, JUNE 1993
On 23 June 1993,an exploratory excavation of the former UST area was conducted by Park to assess
hydrocarbon impacted-soil. An excavator was used to expose hydrocarbon-impacted 'soil in the
former UST excavation. Two soil samples were collected from the north wall of the excavation and
three from the stockpiled soil. TPH was detected in the soil samples at concentrations as high as-
4,500 ppm, Analytical results of the soil samples are summarized on Table 3. A copy of the PHS-
EHD field inspection report and the-laboratory reportis included in-Appendix-F.
3.4. EXCAVATION.OF HYDROCARBON-IMPACTED SOIL, FALL 1993
On 10 September 1993, approximately 1,800, cubic yards of hydrocarbon-impacted soil was
ekcavated from the former UST area under the direction of Park Environmental. Seven soil samples
were collected from the sidewalls' and floor in the excavation; sampling was -witnessed by
representatives of the PHS-EHD. The soil samples were transported under chain-of-custody to Anlab
of Sacramento,California.The-samples were analyzed for TPH-g,TPH-d and BTE&X in accordance
with EPA methods 8015m, 8015m.and 8020, respectively.
-Petroleum hydrocarbons were detected in soil samples collected from the excavation at
concentration's as high as 1,400 ppm (TPH-d, SW-I-P; 11 feet bsg). Petroleum hydrocarbons were
not detected in sample WW-I-P, collected from the west wall at a depth.I l feet bsg. Analytical
' results of the soil:samples are summarized on Table.3. A copy of the laboratory report is included
in Appendix G:
' On 21 October 1993, Park Environmental excavated an additional 350 cubic'yards of soil from the
former UST area. Hydrocarbon-impacted soil was excavated from the southem.and the northwestern
portion of the excavation. Petroleum hydrocarbons were not detected in soil samples collected during '
' the October 1993 excavation. Approximate locations of the soil samples collected and results of the
September and October 1993 excavation soil samples,were-reported in a letter to the PHS-EHD
.' dated 15 November 1993,prepared by Park Environmental, and are summarized in Table 3. A copy
of the Park over excavation boundaries diagram is,included in Appendix H.
