I wish to offer the following <br /> thoughts for consideration by the County Planning <br /> Commissioners: <br /> 1. The discussion about approving this General Plan <br /> Amendment is a planning decision involving how <br /> residential and property owners within the Delta <br /> Primary Zone want their property to be used. <br /> 2 . You will hear written and oral testimony this <br /> evening about the virtues and safety of spreading <br /> sewer sludge and recycled effluents on agricultural <br /> property. I do not believe your task this evening <br /> is to approve or disapprove of the recycling' <br /> process or the economic necessity that is driving <br /> it's supporters. <br /> (Continued) <br />
