3 . In the late 70's Governor Jerry Brown recog- <br /> nized that California's Delta is fragile and <br /> controls the flow of water from Northern to Southern <br /> California. He proposed a peripheral canal around <br /> the Delta to insure that high quality water would <br /> continue to be available to Southern California. <br /> The peripheral canal proposal was defeated in a <br /> statewide referendum of voters. <br /> 4 . The quality of water within the Delta Primary Zone <br /> continues to be a matter of statewide concern and <br /> has been the subject of considerable controversy. <br /> 5. Much of the Delta Primary Zone is located below <br /> sea level and I believe all of it is within 100 <br /> year flood plains. Because of this topography, <br /> Delta agriculture obtains irrigation water from <br /> the rivers and sloughs. Both seepage and <br /> drainwater are pumped back into the same rivers and <br /> sloughs. <br /> The disposal of sewer sludge or effluent on lands within the <br /> Delta Primary Zone is a bad long term decision. <br /> If the effluents cannot be legally and safely discharged into <br /> rivers and streams, they should not be applied to Delta land <br /> for they will ultimately end up in the rivers via the <br /> drainage process. <br /> I urge your support of the General Plan Amendment which <br /> reflects the wishes of the landowners and residents within <br /> the Delta Protection Zone. <br /> Sincerely, , <br /> William H. eynolds <br /> WHR/sll <br />
