3 . In the late 70's Governor Jerry Brown recog-
nized that California's Delta is fragile and
controls the flow of water from Northern to Southern
California. He proposed a peripheral canal around
the Delta to insure that high quality water would
continue to be available to Southern California.
The peripheral canal proposal was defeated in a
statewide referendum of voters.
4 . The quality of water within the Delta Primary Zone
continues to be a matter of statewide concern and
has been the subject of considerable controversy.
5. Much of the Delta Primary Zone is located below
sea level and I believe all of it is within 100
year flood plains. Because of this topography,
Delta agriculture obtains irrigation water from
the rivers and sloughs. Both seepage and
drainwater are pumped back into the same rivers and
sloughs.
The disposal of sewer sludge or effluent on lands within the
Delta Primary Zone is a bad long term decision.
If the effluents cannot be legally and safely discharged into
rivers and streams, they should not be applied to Delta land
for they will ultimately end up in the rivers via the
drainage process.
I urge your support of the General Plan Amendment which
reflects the wishes of the landowners and residents within
the Delta Protection Zone.
Sincerely, ,
William H. eynolds
WHR/sll
