Community Development Department <br /> November 2, 1994 <br /> Page 2 <br /> PROPOSED GENERAL PLAN TEXT AMENDMENT GP-94-10 <br /> I would also request the Planning Commission consider the implications of the proposed <br /> amendment in the light of the WATER RECYCLING ACT OF 1991 (Water Code Chapter 7.5, <br /> Section 13575, et. sec.). Within the "Legislative findings and declarations" the following findings <br /> were made by the Legislature and should be considered before the Planning Commission adopts <br /> the proposed amendment: <br /> C. There is a need for a reliable source of water for uses not related to the supply of <br /> potable water to protect investments in agricultural, greenbelt, and recreation and <br /> to protect and enhance fisheries wildlife habitat, and riparian areas. <br /> d. The environmental benefits of recycled water include a reduced demand for water <br /> in the Sacramento-San Joaquin Delta which is other wise needed to maintain water <br /> quality, reduced discharge of waste into the ocean, and the enhancement of <br /> recreation, fisheries, and wetlands. <br /> e. The use of recycled water has proven to be safe from a public health standpoint, <br /> and the State Department of Health Services is updating regulations for the use of <br /> recycled water. <br /> f. The use of recycled water is a cost effective reliable method of helping to meet <br /> California's water supply needs. <br /> I believe that this amendment does not consider the beneficial use of reclaimed water or uses for <br /> fiully stablized biosolids as permitted by State and Federal regulations, and is in direct conflict <br /> with the California Water Code. Additionally, I believe that there are sufficient legal safeguards <br /> existing in federal and state laws, particulary in the Porter Cologne Act, and Environmental <br /> Quality Act, to protect the interests of the citizens of San Joaquin County concerning the location <br /> of sewage treatment facilities, and areas for the reuse or disposal of sewage effluent and sewage <br /> sludge.
