Concerns, such as quality of the discharge, salt <br /> build up, loss of water rights and urban encroachment can all be <br /> addressed such that waste water disposal can be of benefit to <br /> both agriculture and the waste water discharger. Waste water can <br /> be utilized for the creation of habitat, also it can provide low <br /> cost or free water for agricultural use. The elevation of the <br /> Delta facilitates gravity flow, which is the most cost effective <br /> method for waste water transmission. <br /> It has been suggested that this type of activity should be <br /> limited inside city limits or at least a city's sphere of <br /> influence. However, city limits and sphere of influence are <br /> typically intended to be fully urbanized and waste water <br /> treatment often occurs outside of the urbanized areas. <br /> Staff recognizes that there are valid concerns regarding waste <br /> water disposal within the primary zone, however, a blanket <br /> prohibition in the County's General Plan is at this time <br /> premature.
