OFTJ
CITY OF TRACY
Community Development
520 Tracy Blvd. Telephone: (209)836-2665
Tracy, CA 95376 Fax: (209) 836-3529
October 18, 1994
San Joaquin County Community Development Department
Development Services Division
1810 East Hazelton Avenue ia`
Stockton, Ca. 95205
Attn: Kerry Sullivan
RE: Application GP-94-10
Dear Ms. Sullivan:
City of Tracy staff has reviewed the draft General Plan Text
Amendment and have the following comments.
There may be valid reasons for prohibiting disposal of waste
water in the primary zone, however, a blanket prohibition we feel
is not valid. Concerns, such as quality of the discharge, salt
build up, loss of water rights and urban encroachment can all be
addressed such that waste water disposal can be of benefit to
both agriculture and the waste water discharger. Waste water can
be utilized for the creation of habitat, also it can provide low
cost or free water for agricultural use. The elevation of the
Delta facilitates gravity flow, which is the most cost effective
method for waste water transmission.
It has been suggested that this type of activity should be
limited inside city limits or at least a city's sphere of
influence. However, city limits and sphere of influence are
typically intended to be fully urbanized and waste water
treatment often occurs outside of the urbanized areas.
Staff recognizes that there are valid concerns regarding waste
water disposal within the primary zone, however, a blanket
prohibition in the County's General Plan is at this time
premature. It is possible under certain designs and
circumstances that waste water disposal could be of mutual
benefit.
If you have any questions please feel free to contact me.
Very, truly yours,
Robert M. Conant, Jr.
Senior Planner
