CUF#: 015089
Lodi, CA. 95240 APN: 059-260-10
The San Joaquin County Environmental Health Department (EHD) has reviewed Request for
Reduction In Quarterly Monitoring Frequency (request) dated January 23, 2009, submitted by
your consultant, Advanced GeoEnvironmental (AGE) and the EHD file for the above subject site
and has the following comments.
The request included a proposal to continue operation of the soil vapor extraction (SVE) and
insitu air sparge (IAS) system, preparation of annual remediation reports, quarterly sampling of
the site's domestic well and submittal of the results to Geotracker and annual sampling and
reporting of the results from the four ground water monitoring wells. The request also
references the delay in reimbursement of corrective action costs from the State Water
Resources Control Board Cleanup Fund (CUF). The EHD is aware of the current economic
situation with the CUF and the difficulties it imposes for responsible parties continuing to
investigate their sites and is responding to requests for reduction in work according to the site
specific data.
Since your site is in an area where drinking water is supplied by on site wells, investigation,
delineation and remediation of the contamination is a priority. The EHD appreciates that you
recognize the importance of continuing to operate the SVE and IAS systems. After review of
the site data, the ground water plume is undefined. Definition must be completed since the
ground water is the source of drinking water for people in this area.
The EHD commented in correspondence dated July 15, 2004, July 27, 2005, and September
15, 2005 that the vertical extent of the contamination at the site had not been delineated and
must be investigated further. Analytical results of ground water samples collected from the
cone penetrometer testing (CPT) completed in June 2003 reported that methyl tert butyl ether
(MtBE) was present at 95 feet (2200 ug/l) and 108 feet (750 ug/1). Currently the deepest
monitoring well, MW-1, is screened from 70 to 90 feet, so water below that depth is not being
monitored. At least one deeper screened monitoring well must be installed.
