Page 2 <br /> Lodi, CA 95240 <br /> In addition, monitoring wells, MW-2, MW-3, and MW-4 were reported as "dry" for the sampling <br /> events conducted on August 15, 2008 and October 31, 2008. These wells are also not <br /> screened as deeply as MW-1. Therefore, the lateral extent of the groundwater contamination <br /> evidenced in MW-1 is not defined. In order to define the lateral extent of the contaminant <br /> plume in first water and to evaluate the effectiveness of the newly operational remedial system <br /> (SVE-IAS), the EHD requires that additional monitoring wells be installed to intercept and <br /> monitor first ground water. <br /> Once the contaminant plume is defined and the SVE-IAS system has been in operation, <br /> reductions in sampling can be proposed for this site. <br /> Please be aware that the California Code of Regulations, Title 23, Section 2652 (copy <br /> enclosed) requires owners of contaminated underground storage tank sites to report quarterly <br /> on the status of their site to the lead regulatory agency overseeing the investigation. Thus, if <br /> reductions in sampling are approved for this site in the future, quarterly reports must be <br /> submitted to the EHD. The report must include an update on specific information and results of <br /> all corrective action (investigation) which has occurred during the period. An item that must be <br /> discussed in each quarterly report is future investigative actions and a time schedule for <br /> implementing the actions. You may prepare this report yourself unless geologic or engineering <br /> interpretations are included which would require that it be prepared by an appropriately <br /> registered professional. <br /> In summary, the EHD cannot approve your request at this time. A work plan is due at the <br /> EHD by March 31, 2009, that proposes installation of the additional monitoring wells <br /> noted in this correspondence. <br /> Thank you for your patience and cooperation during this process.
