' CCR, TITLE 23, DrasIONY, CHAPTER 16, UNDERGROUND STORAG 'ANK REGULATIONS <br /> section. <br /> (b) The owner or operator shall promptly gather information about:the <br /> underground storage tank site and the nature of the unauthorized release, <br /> including information obtained while confirming the release or completing <br /> initial abatement and free product removal. This information shall.include,-but <br /> is not limited to; the following: . <br /> (1) Data on the nature and estimated quantity of release; <br /> (2) . Data from available sources and/or site investigations concerning.the <br /> surrounding populations, water:quality, use and approximate locations <br /> of wells ,potentially affected by :the release,subsurface soil conditions, <br /> .locations of subsurface utilities, climatological conditions, -and land <br /> use. <br /> Authority: health.and Safety Code 25299.3, 25299:7 <br /> Reference: Health and Safety Code 2529540'CFR 280.63 <br /> 2655. Free Product Removal Requirements <br /> (a) At'sites where investigations made pursuant to section 2652 indicate the <br /> presence of free product, the owner or operator shall.comply with the <br /> requirements of this section. The:owner or operator shall remove free product <br /> to the maximum extent practicable, as determined by the local agency, while <br /> continuing to take any actions,required under sections 2652 through 2654. <br /> (b) Free product shall be removed in .a manner that minimizes the spread of <br /> contamination into previously uncontaminated zones by using recovery and <br /> disposal techniques appropriate to the hydrogeologic conditions at the site. The <br /> free product removal process shall result-in proper treatment, discharge or <br /> disposal of recovery byproducts in compliance with applicable local, state and <br /> federal regulations. <br /> c Abatement of free roduct mi tion shall be redominant objective in the <br /> ( } P Z� P <br /> design of the free product removal system. <br /> d Flammable products shall be handled in a safe manner consistent with state <br /> and local requirements. <br /> (e) A free product removal report shall be submitted'to the agency within 45 <br /> calendar days of release confirmation and:shall include, but not be limited to: <br /> (I) The name of the person(s) responsible for implementing the free <br /> product removal measures; <br /> 5 - 6 <br /> k <br />
