Advanced
GevEnviron-men' tal, Inc .
23 January 2009
AGE-NC Project No. 07-1583
Mr. Mike Infurna
San Joaquin County Environmental Health Department
600 East Main Street
Stockton, California 95202 i
Subject: Request for Reduction in Quarterly Monitoring Frequency
T& T TRUCKING
11396 North Highway 99,Lodi, California
Dear Mr. Infurna:
At the request of Mr. Terry Tarditi of T & T Trucking,Advanced GeoEnvironmental, Inc. (AGE)
is requesting approval by the San Joaquin County Environmental Health Department(SJCEHD)for
a reduction in the sampling frequency of ground water.monitoring wells at the property located at
11396 North Highway 99, Lodi, California (site).
The environmental cleanup at the site is funded through a claim with the State of California
Underground Storage Tank Cleanup Fund (USTCF). As SJCEHD may be aware, the USTCF has
suspended Mr. Tarditi's claim until further notice because of funding and management issues.
Reimbursement requests for Mr.,Tarditi totaling over $70,000 are presently in suspension at the
USTCF.The USTCF has notified all claimants that payment of reimbursement requests are delayed
beyond"historical time periods". It is unlikely Mr. Tarditi will receive any reimbursement monies
for at least 12 months.
f
It is Mr. Tarditi's desire to remain in compliance with appropriate environmental directives.
However, the status of USTCF reimbursements and the current fiscal crisis is creating a severe
hardship. On behalf of Mr. Tarditi, AGE is proposing the following:
• Continued operation ofthe site's Soil Vapor Extraction and In-Situ Air Sparging remediation
systems with weekly observation and maintenance and monthly influent and effluent vapor
sampling in accordance with the San Joaquin Unified Air Pollution Control District(APCD)
Permit to Operate (permit number.N-743 8-1-1);
• Preparation of Annual Remediation Reports;
• Quarterly sampling of the site's domestic well for fuel additive methyl-tert-butyl-other
(MTBE); results of the quarterly domestic well sampling will be uploaded to GeoTracker;
and
837 S.jj,xw 1 oml.Stocklon.t:hforoiti 9 217
Tclephonc (209) -167-100(
