Box 67 PERV.f',�L?d`: s <br /> Banta, California 95304 <br /> NOTICE OF APPLICABILITY OF GENERAL ORDER FOR LAND DISPOSAL OF <br /> GROUND `TATER, MOORE PETROLEUM - FRANK'S EXXON #4, SAN <br /> JOAQUIN COUNTY (ORDER NO. 91-25013) <br /> Moore Petroleum submitted a Report of Waste Discharge (RWD) dated 7 September 1994 for the <br /> above referenced project. Based on the information in your submittal, it is our determination that <br /> this project meets the required conditions to be approved under our General Order for Land <br /> Disposal of Groundwater from Cleanup of Petroleum Fuel Pollution (General Order). Enclosed is <br /> a copy of the General Order. All the requirements contained in the General Order will be applicable <br /> to your project. You are hereby assigned General Order No. 91-25013 for the ground water <br /> cleanup of Frank's Exxon#4 at 14800 W. Frontage Road in Manteca. <br /> Enclosed is a copy of Monitoring and Reporting Program No. 91-25000 which prescribes <br /> minimum wastewater monitoring requirements for compliance with the General Order. Please note <br /> that the monitoring and reporting program sets forth minimum requirements, and that additional <br /> monitoring may be necessary for process control or for evaluating the effectiveness of the ground <br /> water extraction and reinjection systems at your site. <br /> PROJECT LOCATION <br /> The contaminant plume,extraction well, treatment system and injection wells are at 14800 W. <br /> Frontage Road in Manteca, California in Section 20, TIS, R7E, MDB&M, as shown in <br /> Attachment 1,which is attached and part of this Order by reference. <br /> PROJECT DESCRIPTION <br /> Moore Petroleum proposes to extract ground water from existing onsite ground water monitoring <br /> wells,MW-1, MW-2, MW-3, and MW-4 (see attachment 2). The combined extraction rate is <br /> anticipated to be approximately 4 gpm but could go as high as 8 gpm if needed for plume capture. <br /> Groundwater will be treated to remove Total Petroleum Hydrocarbons (TPH) and Benzene, <br /> Toluene, Ethylbenzene, and Xylene (BTEX) constituents to less than 0.5 µgh using a spray <br /> aeration and vacuum extraction system. If necessary, carbon polishing will be utilized to achieve <br /> required cleanup concentrations. Treated ground water will be discharged through two injection <br /> wells, RW-1 and RW-2 upgradient of the plume. The design flow of the treatment system is 8 <br /> gpm (0.0144 mgd). <br /> GENERAL INFORMATION <br /> 1. The project shall be constructed and operated in accordance with the requirements contained <br /> in the General Order and in accordance with the information submitted in the report of waste <br /> discharge. <br />
