Hwy 99
Manteca, CA 95336
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the
"Final Remediation Plan" dated March 22, 1993 prepared by Aegis Environmental, Inc. for the above
referenced site.
PHS/EHD concurs with the plan to perform vapor and groundwater extraction at this site. However the
cleanup levels for soil and groundwater should be non-detect at the detection limits shown in the"LUFT Field
Manual". As previously stated regarding cleanup levels for 1399 E. Yosemite, Manteca these levels are
desirable and with today$ technology achievable.
Seasonal high groundwater for this site, according to San Joaquin County Flood Control Map, Spring 1986
is 15 to 20 feet below ground surface (bgs). Soil sample results obtained after removal of the underground
tanks in November 1989 evidenced contaminated soil at 17 feet bgs. Contamination was also evidenced in soil
samples collected during installation of monitoring wells MW-1, MW-2, MW-3, MW-4, MW-5 at depths up
to 30 feet bgs. Therefore, cleanup levels for soil at or below seasonal high groundwater should reflect the
possibility that groundwater will return to its former level and that contaminants could desorb from the soil
and be released into the groundwater.
Please submit as an addendum to this remediation plan more stringent cleanup Ievels for soil and groundwater.
The 30 day public notification period for the remediation plan will not start until approved cleanup levels are
received by PHS/EHD and Central Valley Regional Water Quality Control Board.
Please continue to provide PHS/EHD staff 48 hours notice prior to site activities including sampling.
If you have any questions or wish to schedule site activities, please contact Margaret Lagorio,Senior REHS,
at (209) 468-3449.
Jogi Khanna, M ,M.P.H.
Health OM
Laurie A.
