Highway 99, Stockton <br /> The San Joaquin County Environmental Health Department(EHD)has reviewed your letter <br /> dated December 4, 2004,regarding the Saint Francis Motel at 5708 N. Highway 99, Frontage <br /> Road, Stockton. It is our hope that this response will clarify the actions and concerns of the <br /> EHD regarding this particular site and the assessment of Underground Injection Control (UIC) <br /> program sites in general. <br /> On April 18, 2004,the EHD issued a"Notice to Vacate" for Room#108 of the Saint Francis <br /> Motel because the room had been used for the illegal manufacture of drugs. It was suspected <br /> that chemicals used in the manufacture of these drugs had been disposed into the septic system <br /> serving Room#108 and other rooms at the motel, since sewage from this facility is discharged to <br /> on-site septic systems with direct disposal to the subsurface without treatment.. <br /> The primary EHD concerns at this site were prevention of chemical exposure to future occupants <br /> of the room and prevention of groundwater degradation due to disposal of chemicals to the <br /> subsurface via the septic system. Therefore, in a letter dated April 22, 2004, the EHD notified <br /> the motel owner that an assessment of the structure and the septic tank were required, and all <br /> hazardous conditions must be abated before the premises could be reoccupied. <br /> A sample of the contents of the septic tank was collected on May 5, 2004,which was 13 days <br /> after the drug lab discovery. Analysis of the sample from the septic tank confirmed that <br /> chemicals had been discharged into the septic system. <br /> Based on these analytical results, which were received by the EHD on May 21, 2004, a letter was <br /> sent to the motel owner on May 25, 2004, informing him that the property had been placed on <br /> the EHD list of Underground Injection Control (UIC) sites, and it would remain an open case <br /> until a proper investigation had been conducted and report submitted. The letter also stated that <br /> the report—of-closure for this case must be signed by an appropriately trained and licensed <br /> professional (California licensed Registered Geologist or Professional Engineer). <br />
