Hwy 99 Frontage Rd PR#:0522753
Stockton, CA. 95212 RO#:1570
San Joaquin County Environmental Health Department(SJCEHD)has reviewed the
November 1, 2004 letter from High Tech Enterprises submitted on your behalf for the
drinking well water sampling of July 28, 2004 and has the following comments.
In a letter dated May 25, 2004, SJCEHD offered you two options that would meet the
investigative requirements needed to support a conclusion that the chemicals detected in the
onsite septic tank from clandestine drug lab activities have not or will not impact the drinking
well located beneath this site. You chose to have the drinking Water well sampled in of
sampling the soil below the leach lines of the septic system.
Also included in the SJCEHD letter was a discussion of the concerns that the chemicals in
the leach lines could percolate downward and contaminate the drinking water used by you,
your family, and the occupants of the motel. SJCEHD also stated, "after completion of the
investigation, a report and evaluation of the findings must be signed by an appropriately
registered professional and submitted to San Joaquin County Environmental Health
Department(SJC)EHD." The letter received did not contain an evaluation of the concerns
expressed by SJCEHD and only concluded "Saint Francis Motel water well is completely free
of any dangerous contamination."
The letter does not evaluate the threat to the drinking water and does not meet the
requirements of the investigation. In order to release this site from the occupancy
restrictions placed by the substandard housing conditions, a professional evaluation of the
migration potential of the contaminants and a determination of whether or not further
investigation is required must be provided. Please have your consultant submit a report that
includes a migration evaluation and determination that, according to his professional opinion,
no threat exists to the drinking water and that no further investigation is needed.
If you have any questions, you should contact Michael Infurna at(209)468-3454.
Donna Heran, REHS, Director
Environmental Health Dep me
/Aa J.
