St. Francis Motel UIC-septic Page 2
15420 Hwy 4, Stockton
The characteristics of your site (depth to first water at approximately 65 feet below
surface and low percolation rate) and the low concentrations of contaminants in the
samples from the contents of the septic tanks, provide justification for deviation from the
EPA guidelines for investigation of a UIC site.
Given the characteristics of this site and contaminant concentrations, an alternative
investigation would be:
• Provide a site map with the location of all wells on the property identified.
• Obtain a water sample from the well closest to the septic tanks and have it
analyzed by a State certified laboratory for Volatile Organics using EPA Method
524.2 and TPH as gasoline and diesel using the DHS LUFT Method.
With either option, (soil borings or drinking water well sampling) EHD will require the
following for investigation and closure of this case:
• The septic tanks contents must be removed and disposed of appropriately and,
• EHD staff must be able to visually inspect the empty tanks for cracks or leaks
prior to further use of the tanks.
A plan describing the chosen investigation alternative must be submitted to the EHD by
an environmental consulting firm. After completion of the.investigation, a report and
evaluation of the findings must be signed by an appropriately registered professional
(R.G. or P.E.) and submitted to the EHD. Until the above noted items are completed,
the site will remain `posted' and not safe to occupy. EHD can only remove this status
after the investigation/cleanup is completed and evaluated.
Enclosed is a master file record form that is to be completed and submitted with a fee of
$279 that covers the first three hours of our work on the site ($93/hour). If more than
three hours is spent on oversight of the site investigation, you will be sent a bill
calculated by multiplying the $93/hour fee times the number of additional hours. The
master file record form and $279 should be submitted with the plan from an
environmental consultant.
If you have any questions, you should contact Michael Infurna at (209)468-3454.
Donna Heran, REHS, Director
Environmental Healthpartment
14
Michael J. Infurna Jr., Senior RL/HD Margaret Lagorio, REHS
UIC — Site Mitigation Unit IV Supervisor
Enc.
c: EHD-Unit V— Muniappa Naidu.
