Subject: Report#040301-L, concerning the measured levels of ambient air and surface contamina-
tion that remain in the motel room identified below:
St. Francis Motel
Room 108
5703 North Highway 99 Frontage Road
Stockton, CA 95212
This on-site evaluation was completed at 9:55 AM,on Wednesday, 5 May 2004.
The above referenced location was raided by Narcotics Officers who had been advised at the time of
their action that this motel room might have been functioning as a"Drug Lab," most probably for the
manufacture of methamphetamines or"Crank." Because of the nature and the inherent dangers asso-
ciated with clandestine drug manufacturing, and because a number of toxic chemicals are routinely used
during these types of operations, concern remained about the possibility that hazardous and/or toxic
residues might still exist at this location, both in the motel room and the facility's septic tank.
On the morning of Wednesday, 5 May 2004, I monitored the ambient air in all the areas of this motel
room. In completing this monitoring task, I used two analytical instruments that had been calibration
checked on the afternoon of Tuesday,4 May 2004. These two instruments are capable of detecting and
quantifying low concentration levels (0.01 —0.10 ppm) of all the volatile solvents commonly used in
the manufacture of illicit drugs. In order, I monitored for: (1) acetone, (2) dichloromethane, (3) isopro-
panol, (4)methanol, (5) toluene, (6) chloroform, and finally, (7) 1,1,1-trichloroethane. I was able to de-
termine that every area within this motel room was clear of hazardous or toxic levels of the vapors of
each of these seven chemicals.
In addition, I checked this location's most likely work surfaces. In these checks,I looked for signs of
acidic or alkaline residues. None of the areas I checked showed any evidence of these types of resi-
dues, or of any other type of toxic contamination. It is my judgment that none of the interior portions
of this motel room pose any health hazard to anyone who would be required to be in any part of it. A
final determination of the contents of the septic tank remains yet to be completed. As soon as I receive
the results of these laboratory tests, I will prepare a supplemental Report identifying the situation.
Should you have any questions on any of the conclusions of this report, please do not hesitate to con-
tact me. Thank you very much for permitting me vice to you in this matter.
