4 . Hazadous waste containers used at points of waste <br /> generation were not closed. <br /> 5. All hazardous waste storage areas did not have adequate <br /> decontamination equipment. <br /> 6. The sandblast sand had not been characterized. <br /> 7 . The (floor sweep from the grinding room had not been <br /> characterized. <br /> 8 . The (contaminated debris hazardous waste bins in the <br /> hazardous waste storage warehouse were not closed. <br /> VIII. OBSERVAT ONS: <br /> Carol Oz� Alan Ito, and I arrived on site at approximately <br /> 10: 15 a m. Upon arrival, we met with Bob Huntley, <br /> Administ-ative Manager. We identified ourselves and <br /> explaine the nature of our inspection. We asked for and <br /> received consent to perform the inspection. <br /> We began the inspection in Mr. Huntley' s office. It was <br /> there that we reviewed the site contingency plan and <br /> discussed the format of the inspection. <br /> After reviewing the contingency plan, we began the <br /> compreh=p. <br /> ive site tour which began at the urethane bumper <br /> repair In the paint booth, we noted a container of <br /> paint/sovent waste improperly labeled. We also noted the <br /> hazardou� waste storage area did not have adequate <br /> decontamination equipment. <br /> We then proceeded to the sanding room (violation noted <br /> previously) , the bumper storage yards, and the dent removal <br /> and grinding shops where we noted that the floorsweep had not <br /> been characterized. No violations were noted at the time of <br /> inspecti n in the plating, polishing, aluminum, or job shops. <br /> However, we did note that the point of generation hazardous <br /> waste co�he <br /> tainers were not located at the compressors in these <br /> shops. waste oil drum used for collecting waste oil was <br /> storedi the warehouse. We noted this and advised Mr. <br /> Huntley hat any containers for hazardous waste collection <br /> other thn those in the main hazardous waste storage area <br /> shall be under the control of the operator near the equipment <br /> that generates the waste. The inspection continued at the <br /> waste treatment plant where Permit by Rule was discussed. <br /> The operator is applying for Permit by Rule for on site <br /> 4 <br />
