TRI � NS DEPARTmENr <br /> V U e _ ,_ _- <br /> GRDTallace, <br /> �tii MORANDU <br /> To: Robpez, OES San Joaquin County PlAmt 4 <br /> From: Jefucking <br /> cc: Dan Bob Bennett 10/10/94 <br /> Subject: FOLP ON FINDINGS FROM OES INSPECTION ON 10/6/94 . <br /> On 10/6/9 , Robert Lopez from OES made an inspection of TVG <br /> plant 4 in St ckton, California. During the inspection we came <br /> across an area on the east side of the plant near the north/east <br /> side of the ch rry sheds which had some open drums stored in the <br /> area which had used oil and rain water in them. That same day, <br /> Mike Infurna f om the County Health Department was notified., He <br /> spoke with our USDA inspector in the plant, Debbie, about looking <br /> the area over o make sure that there was no contamination to the <br /> cherry storage bins next to the drums from the water contaminat-ad <br /> with oil next to it. The USDA confirmed our findings that the <br /> water level w s only half way up the pallet base of the bins, <br /> approximately 2 inches, which house the area for the forks on a <br /> forklift. The inspector was also notified that the bins were lined <br /> with a hard p astic and the cherries inside were also in a bag <br /> liner as well. We did note the bins which we were concerned with <br /> and we will in pect them carefully when we process them. <br /> On 10/7/9 , John Johnson and myself sealed up these drums and <br /> cleaned the w ter with oil absorbent pillows and pads. We then <br /> labeled them p and placed two of them in over packs because the <br /> ring tops were not DOT approved. We took the remaining pillows and <br /> pads on 10/8/9 , which were left to soak up the remaining oil, and <br /> placed them 'n waste drums which were already being used for <br /> absorbent. <br /> The two old caustic drums which. were found out in the old <br /> equipment storage area were also disposed of by being sealed up and <br /> put into labeled overpacks for hazardous material disposal. We <br /> have also clea ed up the berm that housed the diesel fuel tanks and <br /> have labeled he west tank. <br /> We are c aining up the remaining gas cylinders which were <br /> unchained dur. ng the inspection and consolidating all our drums <br /> full and empt and disposing of our empty ones through approved <br /> companies. <br /> I am still working on the map and reviewing chemical invento- <br /> ries for the map. <br /> If you have any further questions please do not hesitate to <br /> call.
