BACKGROUND: <br /> On March 2 , 1988 , PHS-EHD signed a "Memorandum of <br /> Understanding" with the Department of Health Services, now <br /> known as Cal EPA Department of Toxic Substances Control, <br /> authorizing PHS-EHD to perform hazardous waste generator <br /> inspections in San Joaquin County. <br /> Between 11984 and 1986 PHS-EHD investigated six complaints <br /> concerning the TVG plant and "bad odors" coming from the <br /> cannery. <br /> On October 1, 1987 , PHS-EHD investigated a complaint <br /> concernin an airborne contaminant on Eight Mile Road near <br /> TVG. The airborne contaminate was causing mucous membrane <br /> irritatio . Although the Waterloo-Morada Fire Department <br /> confirmed the presence of a cloud causing mucous membrane <br /> irritatio on Eight Mile Road near TVG, Laurie Cotulla, <br /> REHS, of HS-EHD, could not find any resident near the <br /> cannery who had knowledge of a release or symptoms. <br /> On September 12 , 1989 , TVG reported a chlorine gas release <br /> to the Naconal Response Center. The chlorine gas release <br /> occurred then an electrician forgot to shut off the main <br /> valve to the chlorine flow meter before attempting to make <br /> repairs. The electrician and two other employees were <br /> treated at a local hospital and released. Kasey Foley, <br /> REHS, of HS-EHD investigated the release. <br /> TVG has a Central Valley Regional Water Quality Control <br /> Board Discharge Permit. This permit allows TVG to discharge <br /> cannery processing effluent including sodium hydroxide, <br /> chlorine used as a foaming agent) , waste product, etc. , <br /> 2 <br />
