I indicated that management of used oil filters was governed by the emergency regulations and
that I would get him information on appropriate handling and labeling of containers holding
these filters.
Mr. Fenaroli then mentioned that they were planning a remodeling of the storage area that
would begin the first part of 1992 and estimated completion by mid-summer. Mr. Fenaroli
indicated they, would be using the building as a shop and would be constructing a new enclosed
area for waste and product storage.
We then walked through one of the processing buildings to view two of the Safety Kleen
stations. Mr Wong stated the stations were used at different locations throughout the
production building and were transported to various locations as needed.
Finally, we all ent to Mr. Wong's office to review their paperwork. Most of the hazardous
waste manifes were onsite in Mr. Wong's office. When we reviewed the manifests, Mr. Trevena
noted that so e of the generator's copies of the manifests were lacking. Mr. Trevena indicated
that it is necesary to have all copies of manifests available for review for three years.
Mr. Trevena and I viewed their contingency plan. We also viewed their training records which
did lack some necessary details that we discussed with Mr. Wong.
IX. DISCUSSION WITH MANAGEMENT:
Mr. Wong stat d that no asbestos removal had occurred since 1989. He mentioned that they
had the labora ory waste that was noted during the previous inspection (February 27, 1990)
hauled in July f 1990 by Rollins Environmental Service. Mr. Trevena and I viewed the
accompanying anifest for this waste. This type of waste, as well as the asbestos waste, is a one
time generatio and not part of their normal hazardous waste generation.
Mr. Trevena an I discussed the inspection and violations with Mr. Wong and Mr. Fenaroli. I
indicated that I would be writing an inspection report within 45 working days. I also indicated I
might be conta ting Mr. Wong should I require additional information. With the inspection
completed, Mr. Trevena and I left the premises.
X- ADDENDUM:
December 4, 19191
1 spoke with M Wong on the telephone to ascertain the date that the contaminated soil (noted
in previous inspection) was removed. Mr Wong indicated the soil was hauled in 1991 and
therefore will be included in next year's inspection.
4
