BACKGROUN <br /> On March 2, 1988, Public Health Services signed a"Memorandum of Understanding" <br /> with the De artment of Health Services, (DHS), authorizing Public Health Services <br /> to perform azardous Waste Generator inspections in San Joaquin County. <br /> In 1984-198116 PHS-EHD investigated six complaints about TVG plant concerning <br /> "bad odors" �oming from the cannery. <br /> On October �, 1987, PHS-EHD investigated a complaint received on September 30, <br /> 1987, concerning an airborne contaminant on Eight Mile Road near TVG. The <br /> airborneco taminate was causing mucous membrane irritation. Although the <br /> Waterloo-MZrada Fire Department confirmed the presence of a cloud causing <br /> mucous membrane irritation on Eight mile Road near TVG, Laurie Cotulla, REHS, <br /> of PHS, could not find any residence near the cannery who had knowledge or <br /> symptom's o September 30, 1987. <br /> On Septemb r 12, 1989, TVG reported a chlorine gas release to the National <br /> Response Ce ter. The chlorine gas release occurred when an electrician forgot to <br /> shut off the main valve to the chlorine flow meter before attempting to make <br /> repairs. The electrician and two other employees were treated at a local hospital <br /> and released. Kasey Foley, REHS, PHS-EHD investigated the release. <br /> TVG has a C ntral Valley Regional Water Quality Control Board Discharge Permit. <br /> TVG was las inspected by the Regional Board on November 23, 1982. TVG was <br /> in complianc at the time of the inspection. <br /> V. GENERAL D SCRIPTION OF FACILITY: <br /> TVG has been located at 3200 E. Eight Mile Road for more than twenty-five years. <br /> The facility i$ located on 50 acres with an additional 396 acres surrounding the <br /> plant. TVG processes raw agricultural products (cherries and tomatoes) into <br /> finished prod ct. <br /> VI. HA7_.ARDOU WASTE ACTIVITY DESCRIPTION: <br /> 1. TVG enerated friable asbestos during asbestos insulation removal from <br /> boilers and piping. TVG generated 2.6 tons of asbestos in 1989 as per the <br /> Hazar ous Waste Database report. The asbestos was hauled by Pacific Rim <br /> Enviro ental Services, 433 Industrial Way, Benicia, California, 94510 and <br /> Nation 1 Environmental, 448 Rod Cliff #32, Redding, California, 96002. <br />
