Eric Trevena
Page 2
March 6, 1997
Item 24: 66262-23(a)(1)(2) (CCR) Manifest not properly completed, signed or dated.
We In ive not completely ascertained whether the continuation on manifest
963 1724 required a signature by the transporter. We have requested Romic to
sign these sheets. The ruling says that the second page required the signature of
any additional transporters involved. It did not mention anything about the same
transporter using the second page as merely an extension. Romic has stated that
they liave done it this way on prior manifests with no problems from the state.
Romic has informed us that there are no problems associated with the signature
not being present on the continuation sheet.
Item 49: 662 5.16 (CCR) Personnel training records incomplete.
We have completed the hazardous material training for the maintenance force
which handles most of the hazardous materials in the plant. I have attached a
copy f the sign off sheet for these mechanics and a copy of the training program
they received. All their job titles are maintenance personnel and their
responsibilities are general maintenance of plant facilities. This will include
hand ing lubricants and solvents. They are also responsible for clean up of these
work areas and the training they were given will adequately supply them with the
infonnation needed to handle the wastes generated safely.
Item 60: 662 6.81(b) (CCR) Damaged lead acid batteries not properly managed and
labelc d.
Sincerely,
Jeffre Wong, Tri-V illey Growers, Plant 4
lu
