Waste Oil Load Spot (H): Waste oil is transferred from Tank No. 9 through the waste oil load spot into <br />a tank truck. Flow fram the load zone area is back into the local topographic lows or into the separation <br />plant. <br />Diesel Truck Unload S of (D.: Diesel fuel trucks unload fuel to the diesel storage tanks through the truck <br />unload spot (1) adjac nt to the diesel pumps (J and L). Flow from the unload spot is locally contained by <br />curbed concrete pads with drainage back to the separation plant. <br />Enizine Fuelin Rack (M): Locomotive fueling and lube oil loading take place at the engine fueling rack <br />(M). Spillage and fl w in the area are directed through concrete drip pans to the separation plant. Blue <br />flag protection and c nstant supervision are used during loading operations. Drain and outlets are checked <br />for leakage before to ding and departure. <br />Journal Box Oil Loa in : Journal box oil is loaded onto locomotives in the area of the service pit <br />south of the engine f cling racks. The service pit drains to the separation plant. Blue flag protection and <br />constant supervision lare in place during journal box oil loading. Drains and outlets are checked for <br />leakage before loading and departure. <br />Clean Lube Oil Unlo id Spot (0): Tank trucks are unloaded into the clean lube oil tank (No. 11) at the <br />lube oil unload spot. Flow from the area is to the east toward a drainage grate to the separation plant. <br />Vehicle inspection (it eluding examination of truck tank outlets) is performed before truck departure. <br />Used Lube Oil Unloa 1 Spot (S): Tank cars are filled with used lube oil for removal through the used lube <br />oil load spot. Drainage from the used lube oil load spot drains into the separation plant. Tank cars are <br />filled while under blue flag protection and constant supervision. Drains and outlets are checked for leakage <br />before loading and de�parture. <br />XII. INSPECTIONS AND RECORDS [112.7(e)(8)] <br />Inspections are perfo ed daily to weekly in oil use areas. <br />XIII. SECURITY [ 12.7(e)(9)] <br />Fencing with locked ates is located around the equipment storage area surrounding Tank No. 2. In <br />addition, locked fenci g surrounds the separation plant, Area 2, and the diesel pump skids (J and L). Area <br />4, the diesel shop and (diesel fueling racks, is staffed 24 hours a day. Valves permitting direct outlet flow <br />of tank contents to gr and surface are capped and locked. Oil pump starter controls are either locked or <br />not accessible to unauthorized personnel, or are in areas of 24-hour staffing. <br />Mercury vapor lightin is present throughout oil use areas. <br />Sorbent pads, contain ent booms, and other oil spill cleanup equipment are stored at the treatment plant. <br />XIV.
