Historically, fish bioassay testing of the influent at the Stockton Wastewater <br />Treatment Plant ha yielded results which reflect non hazardous. Again, as the attached <br />analytical indicates 1he influent is non hazardous and it is the Railroad's intent to not apply <br />for Permit -by -Rule for this process. <br />Currently, construction is underway6 at the plant. The modificatins will change <br />future processes for treatment of sludges at the plant. Implementation of these changes will <br />require the Union P cific Railroad to apply for Permit -by -Rule. <br />Violation #20 - 66262.34 (CCR) Failed to properly label containers of hazardous waste. <br />This particula`1 violation refers to the label on the hazardous waste bin in the storage <br />building outside the locomotive shop. This label was immediately discussed with the <br />Manager on site an4 corrections made. <br />Violation #22 - 25160(b)(3) (HSC) Failed to submit TSDF manifest to the Department <br />for Out -of -State ship <br />ents. <br />This violation <br />efers to the handling of all shipments of out-of-state hazardous waste. <br />This new practice h <br />been discussed with all Managers who have out-of-state shipments <br />and a copy of the ret' <br />rned TSDF manifest will be made and submitted to the Department <br />of Toxic Substance Control <br />on all future shipments. <br />Violation #46 - 66265.53(a) (CCR) Contingency plan not on site. <br />An updated Stockton Facility Contingency Plan has been placed on site and will be <br />available for review Oy the Department or for the use of on-site personnel. <br />/" Violation #49 - 66265.16 (CCR) Personnel training records incomplete. <br />Annual trainino for employees handling hazardous waste at the Stockton Facility was <br />conducted and comple ed during the month of December 1994. The training records, scope of <br />training and job descriptions of those employees who attended the training is currently on <br />site at the Stockton Facility and available for review by the Department. <br />Each violation oted in the December 29, 1994 inspection has been addressed and <br />corrected as outlined in this memo. For the Department's records I have also attached a copy of <br />the "Certification Statement" with this letter. Hopefully, this letter and the enclosed information <br />
