On December 115, 1994 the team met, discussed flow charts and toured several departments within the Stockton Facility. The team began to look at processes and develop through the Quality Improvement Process, ideas for a facility plan and hazardous waste management report.teting as for recycling/reuse were brought up and information was to be gathered for the next and submitted for the team's review. On March 22, 1995 the team met, discussed and made assignments to address the plan and report completion, as well as complete all facility flow diagrams and look into recycling options available to the facility. The team plans on meeting twice a month for the next 2-3 months in hopes to formalize the plan and report. Also, during this time the team will begin the formal QIT process and begin looking at facility processes for economically feasible options for changes in operations. Currently, theailroad is implementing a comprehensive Waste Minimization/Pollution Prevention Program hich will be a system wide deployment. To enable this program to work correctly across our s stem, pilot projects were initiated at 3 locations. The Stockton Facility was identified as one of th pilot projects. In this breath the Railroad ha developed a Union Pacific Environmental Policy endorsed by upper management and a Wz ste Minimization Policy that is widely communicated and adhered to throughout the system The StocktonFacility's source reduction/waste minimization plan and hazardous waste management report is eing developed with the goals of. identifying and investigating ways to reduce or eliminate w ste; continuously improving hazardous and non -hazardous waste management techniqu s and implementing the appropriate new technologies; and increasing waste minimization awarene s of all employees. As explained t e Stockton meetings are an ongoing process and plan/report development is underway. All doc ents will be viewed as living documents and the teams intent will be to consistently update and change as necessary. The plan and report whether in its draft form o final form is now at the site and available for review at any time at the Stockton Facility. A letter submi ed to your office, dated March 16, 1995 stated that preliminary notification of the fish bioassay reflected that there was a zero survival rate. This preliminary notification was incorr ct. The reported result was from introduction of the fish into 100% of the influent waste water s ple. The dilution to 500 mg/l was not done. Attached is a report on the same sample taken fro the influent to the Union Pacific's industrial pretreatment system on March 6th. The report, reflects a 100% survival rate throughout the 96 hour test period. This confirms the Railroad's) prior tests which have yielded non -hazardous.
