IV. <br />0 <br />VI. <br />BACKGROUND: <br />Since 1985, there <br />Ballance is a Spe <br />incidents requirin <br />NE, manages cle; <br />lave been several incidents related to hazardous waste management. Barry <br />al Agent/HAZMAT Specialist and is in charge of hazardous waste/materials <br />immediate attention. The Environmental Department, based in Omaha, <br />iup projects that are ongoing or spills larger than 10,000 gallons. <br />In November 199-1, UPRR initiated a subsurface investigation in response to the 1992 <br />hazardous waste nerator inspection and subsequent Report of Violations dated February 22, <br />1993. Eight soil b rings were drilled and sampled and four groundwater monitoring wells were <br />installed. Diesel ffiel was found floating on the groundwater (free product) in monitoring well <br />#3 just east of th diesel repair shop, and soil contamination was noted at depths up to 10 feet <br />below the ground urface. The investigation is proceeding with oversight from the California <br />Regional Water uality Control Board. <br />Currently, UPRR is seeking closure of a 4k mile, 4 inch fuel line extending from the Port of <br />Stockton to UPRR. A letter dated April 24, 1990, from PHS-EHD to the CRWQCB, outlines <br />the requirements for the pipeline closure. A soil vapor survey was conducted in 1992 which <br />identified several contaminated areas along the pipeline. A remediation file has been <br />established and P S-EHD is providing oversight for the project. <br />In February 1988, a possible asbestos dump on UPRR property was reported to this office. In <br />November 1988, lab results confirmed that this material was 33% asbestos. In January 1989, <br />California Environmental Protection Agency, Department of Toxic Substances Control (Cal - <br />EPA DTSC) informed PHS-EHD that a "Fence and Post Order" would be issued to UPRR <br />regarding the asb tos disposal area. This area is periodically inspected by Hess and Hess <br />Contractors and any cleanup necessary is handled by them. <br />GENERAL DESCRIPTION OF FACILITY: <br />The UPRR has a rain yard of approximately 30 acres in south Stockton with approximately <br />400 employees at he Stockton site. <br />The Stockton facilty is a freight hub in the San Joaquin Valley for a variety of freight <br />including grain, co sumer goods, automobiles, steel, produce, and military supplies. <br />Hazardous wastes generated at this facility are all produced via locomotive, train and facility <br />maintenance. There are five wastestreams that are generated from the following processes: <br />1) changing the sp nt oil in the locomotives, 2) changing spent oil filters in the locomotives, <br />3) cleaning and maintaining the locomotives and rail cars, 4) cleaning and maintaining the yard <br />and facility, and 5)1 operation of the wastewater (oil/water) treatment system. <br />Changing loc <br />cement pads <br />e oil and oil filters occurs at the diesel shop. The locomotives are on <br />are sloped to a drain which flows to a gravity fed oil/water separator and <br />2 <br />
