On November 3, 1 91, an incident involving aircraft surface cleaning solution was documented. The hazardous solution spilled inside a truck trailer stored on a train cargo car. The material leaked out of the trailer and onto an adjacent trailer. This second contaminated trailer was used to haul goods off-site to the General Mills Facility in Lodi. The residual contamination prompted numerous exposure reports and an emergency response to the General Mills Facility. The injuries were not serious and did not require extensive medical attention. No further cleanup was required. The first trailer was decontaminated at the UPRR yard by the UPRR HAZMAT Team. The second trailer was later decontaminated at the UPRR yard. On September 30, 1991, an anhydrous ammonia leak from a rail car caused one injury. The leak was controlleq and the car repaired. No further cleanup was required. On September 20, 1990, Charles Hunt, R.E.H.S., conducted an inspection. The violations are listed below: 1. Health and Safety Code, Section 25189.5: At the time of inspection, extensive staining by petroleum hydrocarbons was observed on the soil in the train maintenance areas, south end maintenance yard and in the secondary containment area surrounding aboveground fuel and waste oil tanks. 2. Title 22, Calif ornia Administrative Code, Section 67140: At the time of inspection, the contingency plan could not be found, and was unavailable for review. 3. Title 22, Cali ornia Administrative Code, Section 66481: At the time of inspection, a hazardous w to manifest was reviewed and found to be illegible. 4. Title 22, California Administrative Code, Section 66508 (a)(c): At the time of inspection, drums containing hazardous waste were not labeled properly. 5. Title 22, California Administrative Code, Section 66530: At the time of inspection, oil sludge wasteas placed in a tank car which was to be transported as non -hazardous waste using o ly shipping papers.
