(NORM) SILER <br />Director -Environmental Technologies <br />March 17, 1993 <br />r. <br />MAR 2 2 1993 <br />ENVIRONMENTAL HEALTH <br />PERMIT/WYiopa <br />Please ref rence your letter of February 22, 1993, regarding <br />'Report of Viol tion and Schedule of Correction' related to an <br />inspection at th Union Pacific Railroad yard located at 833 E 8th <br />Street, Stockto , CA. <br />Violation #1: oil staining in and near fueling and wash areas <br />will be reviewe with Megan Cambridge, DTSC representative, Site <br />Mitigation withi 15 days of this report. UPRR is in the process <br />of constructing additional spill control containment structures at <br />Stockton, CA. The spill containment structures will be completed in <br />1993. Additionally, UPRR is installing retention tanks on it's <br />locomotive flee which will reduce or eliminate any lube oil <br />leakage from loc motive. An evaluation of the environmental risks <br />associated with The soil staining will be conducted by UPRR. <br />Violation #2: Sludge waste from the stockton WWTP facility has been <br />characterized (from tests conducted by BC Analytical) to be non- <br />hazardous. Opinion from legal counsel retained by UPRR also <br />reflects this I determination. Documentation of this <br />characterization will be forwarded to Public Health Services within <br />15 days of this etter. <br />Violation #3: A 1 drums at the WWTP will be properly labeled by <br />Friday, March 19, 1993. Each of these drums will be properly <br />characterized by May 10, 1993. <br />Violation #4: All open containers at the WWTP were closed <br />immediately afte the audit was concluded. Day to day management <br />operations dicta e that all hazardous waste will be closed and <br />properly contain d. Containers will only be opened when adding <br />product to the cdintainer. <br />
