IV. <br />V. <br />VI. <br />The current manager of compliance is Debbie Blanchard of <br />Omaha, Nebraska. <br />Since 1)85, there have been several incidents related to <br />hazardous waste management. Joseph Jara is a Special <br />Agent/H ZMAT Specialist and is in charge of hazardous <br />waste/materials incidents requiring immediate attention. The <br />Environmental Department, based in Omaha, Nebraska manages <br />cleanup projects that are ongoing or spills larger than <br />10,000 gallons. <br />Currently, UPRR is seeking closure of a 4� mile, 4 inch fuel <br />line extending from the Port of Stockton to UPRR. A letter <br />dated April 24, 1990 from PHS-EHD to the CRWQCB outlines the <br />require ents for the pipeline closure. A soil vapor survey <br />was conducted in 1992 which identified several contaminated <br />areas a ong the pipeline. A remediation file has been <br />establi hed and PHS-EHD is providing oversight for the <br />project. <br />InFebr ary of 1988, a possible asbestos dump on UPPR <br />propert was reported to this office. In November of 1988, <br />lab res lts confirmed that this material was 33% asbestos. <br />n Janu ry of 1989, California Environmental Protection <br />Agency, Department of Toxic Substances Control (CAL EPA, <br />DTSC) informed PHS-EHD that a "Fence and Post Order" would be <br />issued to UPRR regarding the asbestos disposal area. This <br />area is periodically inspected by Hess and Hess Contractors <br />and any cleanup necessary is handled by them. <br />GENERAL DESCRIPTION OF FACILITY: <br />The UPRRI has a train yard of approximately 30 acres in south <br />Stockto with approximately 400 employees at the Stockton <br />site. <br />The Stokton facility is a freight hub in the San Joaquin <br />Valley or a variety of freight including grain, consumer <br />goods, automobiles, steel, produce, and military supplies. <br />ESCRIPT <br />Hazardou wastes generated at this facility are all produced <br />via loco otive and train maintenance. There are three waste <br />streams hat are generated from the following processes: 1) <br />changing the spent oil in the locomotives, 2) changing spent <br />oil filt rs in the locomotives, 3) cleaning and maintaining <br />the loco otives and railcars. <br />2 <br />
