6. A complete contingency plan was not available for review. <br />7. Sludge waste was placed in a tank car which was to be <br />transported without using a hazardous waste manifest. <br />8. The locomotive wash area fueling station and the yard was <br />not maintained to prevent sudden or non -sudden releases <br />of hazardous waste constituents to the soil which could <br />thraten the environment. <br />9. Per onnel training records are not properly maintained <br />for all persons handling hazardous waste. <br />10. Peronnel training records lacked the job title for each <br />position at the facility related to hazardous waste <br />management and the name of each employee filling each <br />pos�tion. <br />11. Peronnel training records lacked a written job <br />des ription for each position related to hazardous waste <br />man gement. <br />12. Personnel training lacked a written description of the <br />typE and amount of both introductory and continuing <br />training that will be given to each person filling a <br />position related to hazardous waste management. <br />VIII. OBSERVATIONS: <br />Carol Oz and I arrived at UPRR at approximately 0930 hours. <br />Upon arrival, we met Jack Dishman, Water Service Foreman, and <br />Mike Brennan, Manager of Administration. We identified <br />ourselves, explained the nature of our inspection, and gained <br />consent from Mr. Brennan to perform the inspection. Mr. <br />Brennan also stated that if anyone interfered or was <br />uncoope ative to please let him know. <br />We bega our facility inspection with Mr. Dishman at the <br />oil/wate treatment system. The waste oil/water mixture is <br />piped t this treatment system from various points at the <br />UPRR fa ility. Mr. Dishman explained how the waste is <br />separate in baffled chambers. The waste water is discharged <br />to the ity of Stockton Treatment Plant under permit. The <br />waste oil is pumped to a 10,000 gallon aboveground tank and <br />recycled at least every 90 days by Evergreen oil Company. <br />The slud e is pumped through a below ground pipe to tank cars <br />for lat r transport and disposal in Council Bluffs, Iowa. <br />There wa evidence of a recent overfill that had not yet been <br />cleaned p.
