VII. <br />On Sept�mber 20, 1990, Charles Hunt, R.E.H.S., conducted an <br />inspection. The violations are listed below: <br />1. Health and Safety Code, Section 25189.5: At the time of <br />insection, extensive staining by petroleum hydrocarbons <br />was observed on the soil in the train maintenance areas, <br />sou h end maintenance yard and in the secondary <br />con ainment area surrounding aboveground fuel, and waste <br />oil tanks. <br />2. Tit e 22, California Administrative Code, Section 67140: <br />At he time of inspection, the contingency plan could not <br />be ound, and was unavailable for review. <br />3. Tit�e 22, California Administrative Code, Section 66481: <br />At he time of inspection, a hazardous waste manifest was <br />revrwed and found to be illegible. <br />4. Tit e 22, California Administrative Code, Section <br />665( 8(a), (c): At the time of inspection, drums <br />containing hazardous waste were not labeled properly. <br />5. Title 22, California Administrative Code, Section 66530: <br />At t e time of inspection, oil sludge waste was placed in <br />a t nk car which was to be transported as non -hazardous <br />was e using only shipping papers. <br />The Inspection Report and the Report of Violations was placed <br />in the premise file. <br />1. Thirty-six drums of hazardous waste stored near the <br />wastewater treatment system were not labeled. <br />2. Hazardous waste drums stored near the wastewater <br />trealtment system were not closed. <br />3. Seveal hazardous waste drums stored near the wastewater <br />trea ment system were not in good condition and six were <br />leaking. <br />4. Exte�sive staining by petroleum hydrocarbons was observed <br />on he soil in the train maintenance area: south end <br />main enance yard; near aboveground fuel, oil, and waste <br />oil anks; near the sludge transport cars; and along most <br />of t e tracks. Caustic detergent staining and standing <br />wate was observed at the train wash area. <br />5. Haza dous waste storage areas did not have adequate <br />deco tamination equipment. <br />5 <br />
