The oil filters, contaminated soil, and other <br />contami ated debris and sludge are stored in a large bin <br />outside the shop. The filter "smasher" is located north of <br />the rep it shop. The smasher also drains to the oil/water <br />separat r and to the treatment plant. We noted that there <br />was no mergency spill or decontamination equipment in this <br />area. <br />To the east of the diesel repair shop, we inspected two <br />abovegr and tanks, a 20,000 gallon waste oil tank and a <br />20,000 allon oil tank. The tanks are secondarily contained <br />by a etaining wall. Again, we noticed heavy soil <br />contami ation in this area and all around the diesel repair <br />shop. Mr. Lightle did not have manifests or waste oil <br />receipt for the waste oil. <br />As stated earlier, Mr. Dishman maintains records and <br />manifests, Mr. Lightle maintains records and manifests, and <br />Mr. Brennan indicated some manifests are maintained by others <br />(asbesto manifest come through his office). They requested a public hearing and <br />have not received a response from DTSC on this request. <br />Also loc ted south of the oil/water treatment area is the <br />R.I. (re air and inspection) maintenance area. Box cars and <br />other t ain cars are repaired here.
