After a tour of the facility, we returned to Mr. Brennan's <br />office o review required documents. As previously noted, <br />hazardo s waste manifests are scattered throughout the <br />facilit , so we did not review them with Mr. Brennan. The <br />biennia report is generated by Debbie Blanchard in Omaha, <br />Nebrask . Ms. Blanchard mailed PHS-EHD a copy of the report <br />the fol owing week. The contingency plan was not available <br />from Mr. Brennan. Joseph Jara, Special Agent/HAZMAT, <br />provide a copy of it and the hazardous waste/material <br />inciden report later. Training records were available for <br />Mr. Dis man and Mr. Lightle, but not for other workers who <br />help out in hazardous waste activities. There were no job <br />descriptions or personnel lists for the hazardous waste <br />positions within the facility. Joseph Jara responds to any <br />hazardou� waste spills or incidents but does not handle day <br />to day hazardous waste handling. <br />After reviewing available documents, we discussed the <br />inspecti n with Mr. Dishman and Mr. Brennan. We discussed <br />the need for a well -organized and well-managed hazardous <br />waste tr�cking and reporting system which would encompass all <br />requirements of Title 22, California Code of Regulations. <br />Mr. Bren an agreed that better localized hazardous waste <br />management was necessary. <br />We discused the noted violations and Mr. Dishman stated that <br />several tf the violations were being addressed. <br />We also 'discussed the extensive soil contamination. Mr. <br />Brennan tated that the Omaha office was going to address <br />this. P S-EHD informed Mr. Dishman and Mr. Brennan that <br />addition 1 information and/or site visits may be required. <br />They bot agreed to help with any future needs of PHS-EHD. <br />With the inspection complete, we left the facility. <br />cc: Alan Ito,ICAL EPA, Department of Toxic Substances Control <br />9 <br />
