To meet <br />thi requirement a drill may be conducted for the <br />Eme Pency Response Plan of a princival switching yard <br />wit in a service unit. These drills will be mlanned in <br />adv nce and involve varticipation of local Zrnergency <br />Res onse aeencies to the extent feasible. <br />The following guidelines are to ensure tkat the commu— <br />nit, and Onion Pacific Railroad gain the most benefit <br />frou tke drill wkile conducting it In the safest manner <br />possible: <br />1. Request for_d:rill. The drill must be scheduled <br />with the local community response agencies and the <br />Police and Hazardous Material `"anagement Devart— <br />ment. This will ensure proper personnel and use <br />of esuiwment and proverty to conduct the trill. <br />2. Location. 'chile Onion Pacific Railroad will <br />consider the location requested by tke local <br />community, Onion Pacific Railroad will not agree <br />to conduct tke drill at this location if it is not <br />safe to do so. Proximity to active railroad operations that <br />cannot be stopped for tke duration of the <br />drill. <br />b.
