The Comprehensive Emerpency Response Plan f <br />or <br />Union Pacific Railroad should be maintained in the <br />office of the Assistant Tice President — Police <br />and Hazardous Material Management Devartment. <br />Individual service unit and major yard Emergency <br />Response Plans will be maintained on site and a <br />coly of each individual plan will be maintained in <br />a library" at the office of the Assistant Tice <br />President — Police and Hazardous Material Man— <br />agement. <br />•rcency response plan audit responsibilities: <br />The Comprehensive Emerrency Response Plan will be <br />audited by the Hazardous Materials Steering Com— <br />mittee. This will be done annually. <br />The individual unit Emergency Response Plans will <br />be audited by the Police and Hazardous Material <br />Management Department. Aa Audit Team of one <br />member from this department and two individuals <br />from other appropriate departments will make an <br />unannounced on site inspection /audit of the unit <br />zmergency 'Response Plan. Dive such audits will be <br />conducted annually. <br />standards and procedures: <br />The Audit Team will meet with the railroad Inci— <br />dent Commander and Tmervency Response Management <br />Team accountable for knowledre and maintenance of <br />the Bmer,vencv Response site Plan. On location <br />visits will last one day. <br />Audits may be announced in advance. but generally <br />there will be no forewarning. <br />Review will be made for Emergency Response Plan <br />accuracy relative to specific facility and current <br />organization and personnel. <br />Review of communication links, including, accuracy <br />of day and night telephone numbers. <br />Review local departmental accountability to ensure <br />that Emergency Response Management Team under— <br />stands the responsibility for each department. and <br />
