IV. <br />The Union Pacific R, <br />approximately 400 em <br />The Stockton facility <br />containerized freight <br />Union Pacific. <br />(UPRR) has a train yard of approximately 30 acres in south Stockton with <br />at the Stockton site. <br />a freight hub in the San Joaquin Valley for a variety of freight including: grain, <br />isumer goods), automobiles, steel, produce, and military supplies are transported via <br />Hazardous waste at the tockton UPRR, generates three major waste streams, all due to locomotive and train <br />maintenance.e thr4 waste streams are generated from the following processes: <br />1) changing the <br />spent qil in the locomotives, 2) changing spent oil filters in the locomotives, 3) cleaning <br />and maintaining the loc motives and rail cars. <br />The changing of the oil land oil filters occurs on cement pads, which are sloped to a drain which flows to a <br />gravity oil water separator and ultimately to the oil water treatment system. <br />The oil water separator #nd treatment system functions are to separate this waste stream into three different <br />types: 1) recyclable wase oil, 2) waste oil sludge and 3) waste water. <br />The recyclable waste oil is reclaimed from the oil/water separator system and stored in large (10,000 gallon <br />and 20,000 gallon) abov ground tanks. This oil is then sold to Evergreen Oil Co., and hauled off site under <br />manifest. <br />The waste oil sludge is a Py product of the oil water treatment system. This sludge is pumped through below <br />grade piping to a tank c4r. Union Pacific hauls this oil sludge via rail for disposal in Council Bluffs, Iowa. <br />The waste water flows i to the City of Stockton Waste Water Treatment System. This water discharge is <br />under permit from the qty of Stockton Municipal Utilities Department. <br />Drum storage of hazardo s waste occurs at several locations, at the Union Pacific Railroad site: The oil water <br />treatment plant, south ed maintenance yard, Railroad Inspection Point (RIP), track maintenance area, and <br />the Motor Freight stora area. The hazardous waste stored at these areas is generally waste oil. <br />Several of the barrels at t e oil water treatment plant and the west end maintenance yard were mislabeled or <br />unlabeled. A few of the improperly labeled barrels contained unknown liquids, two of which smelled like <br />petroleum based solvents. When the waste oil barrels are filled they are transported to the oil water treatment <br />plant for processing and isposal. <br />The amount of hazardous waste generated in 1989 using EPA ID #CAD981385347 was 146,068 tons and EPA <br />ID #CAD982030207 was 78.62. tons. <br />VI.
